I have a couple of favorites that I like to use to setup your website.
WordPress is a free CMS that can be used to setup most simple, and even moderately complex sites. WordPress.org has thousands of themes to select from rather than spending time designing from scratch, and thousands of plugins to quickly add functionality to your website. This website was built with WordPress, and it doesn’t really push the limits of what WordPress can do.
For more complex sites, or sites where very precise control over design is desired, ExpressionEngine is a CMS that does it all. A license is free unless you need certain pro features, but the work needed to design a site from scratch without ready made themes makes this a more expensive option, but a lot can be done with a modest budget.
